Place management for safe and secure places

The project develops and disseminates a new collaboration model to create safe and secure places, town centers and villages in Sweden. The model is based on established scientific methods, and will be tested and adapted to different settings, types of places and municipalities.

The county administrative boards in Dalarna and Västmanland, Stiftelsen Tryggare Sverige and Svenska Stadskärnor cooperate in adapting the model and making it accessible on regional, national and international level. The project runs between April 1, 2020 and March 31, 2022.

Safety measurements in Sweden show that concerns about crime are continually increasing and that women worry much more than men (NTU, 2018). The need for increased security, both in the city and in rural areas, has become an important issue that is discussed in many forums.

Today, there is good consensus that a safe, inclusive and equal society can only be built through broad collaboration where the actors are interrelated and can act for social, physical and economic measures. However there exist no adequate tools for achieving this collaboration in areas with safety issues.

By combining the existing Swedish BID-place management tool with well established methods for crime prevention and crime reduction we create a new model that enables police, municipality, businesses, non-profit organizations, property owners and authorities to collaborate and together create safer places and a more inclusive society.

The model follows a structure in five steps including a professional analysis of crime and security, a mapping of the site’s activities and conditions and creation of a collaborative organization of stakeholders. The model is tested in four cities to adapt to different location characteristics and conditions. The pilot municipalities are Avesta, Falun, Sala and Hallstahammar.

STEP 1: KICK OFF

STEP 2: CURRENT SITUATION ANALYSIS

  • Conducting a security survey.
  • Safety inspection with a focus on the physical environment.

STEP 3: FORMING COLLABORATION AND ORGANIZATION

  • Form a collaborative organization.
  • Mapping of the site’s activities, design and accessibility.
  • Team building, inspiration and knowledge raising.
  • Development of short-term and long-term goals for the development of the site.
  • Workshop and site walk with politicians, officials, property owners, the police and the business community.

STEP 4: PLACE DEVELOPMENT

  • Implementation of a joint ”case” with the site’s actors.
  • Complete the content of the action plan.
  • Prioritization of initiatives in the relevant area.
  • Process support and coaching.
  • Workshop with politicians, officials, property owners, the police and the business community.

STEP 5: RESULTS AND FINISH

  • Follow-up and results of implementation of joint ”case” with the actors of the place.
  • Follow-up and results of the collaboration organization and the action plan.
  • Workshop with politicians, officials, property owners, the police and the business community.
